At the heart of this strategy is the Cybersecurity Coordination Center (Centro de Coordinación de Ciberseguridad), which coordinates responses to cyber threats, fosters collaboration, and ensures regional resilience.
This plan is aimed at enhancing cyber defenses for both public institutions and private enterprises, with a particular focus on innovation and future-proofing against emerging cyber threats.

Madrid's commitment to public-private partnerships has resulted in the creation of the Cybersecurity Innovation Hub, a collaborative platform that brings together startups, corporations, and academic institutions to foster the development of cutting-edge cybersecurity technologies. This initiative helps small and medium-sized enterprises (SMEs) access the tools, knowledge, and support they need to protect themselves from cyber threats.
By facilitating collaboration between technology companies and public sector entities, the Cybersecurity Innovation Hub is helping Madrid's cybersecurity ecosystem thrive. Through this cluster, Madrid has attracted international investment and global players in the field of cybersecurity, positioning itself as a cybersecurity hub not only for Spain but also for Europe. By facilitating the exchange of ideas and resources, the cluster drives the development of next-generation cybersecurity solutions that are critical to the digital economy.
Women4Cyber Spain plays a pivotal role in promoting gender equality within the cybersecurity field. This initiative focuses on increasing female representation in cybersecurity, helping to foster a diverse talent pool and empowering women to lead in one of the most critical sectors of the digital economy.
By showcasing female cybersecurity leaders and offering mentorship opportunities, Women4Cyber Spain is committed to creating a more inclusive and equitable cybersecurity landscape.
Tetuan Valley’s Startup School is dedicated to equipping entrepreneurs with the tools they need to build secure and scalable digital infrastructures. In line with the growing importance of cybersecurity, this program helps startups integrate robust cybersecurity strategies into their business models.

On April 10th, Madrid will become the epicenter of digital innovation as it hosts the much-awaited CIBER-SHUBE Madrid. This event showcases the future of cybersecurity, technology, and digital transformation, bringing together some of the most influential minds in the industry.
What is CIBER-SHUBE?
CYBERSECURITY SPAIN HUB SPAIN (CIBER-SHUBE) is defined through a transnational project as a battery of activities from the fields of Cybersecurity, Innovation and Technological Entrepreneurship to promote reforms that help and accelerate the economic and social recovery of Spain.
This project is supported by funds from the Recovery, Transformation and Resilience Plan and the Digital Spain 2026 agenda, and co-financed by the National Cybersecurity Institute (INCIBE), part of the Ministry for Digital Transformation and Public Function, and the University of Salamanca.
CIBER-SHUBE will take place at the University Carlos III’s Puerta de Toledo Campus and will feature a variety of activities such as presentations, roundtable discussions, pitch competitions, business meetings, and high-level networking. These activities will involve investors, corporations, universities, and key players in the cybersecurity ecosystem. Topics will include emerging technology opportunities, public funding for business digitization, new journalistic formats, the impact of digital intelligence on corporations, and investor trends in the tech world.
Key figures -Marina Villegas (Directora General of Research and Innovation for Madrid), Beatriz López (Vice-Rector of Sustainability at UC3M), and Emilio Corchado (CIBER-SHUBE Director and CEO of Startup OLÉ).
Notable companies and venture funds such as Iberdrola, TALGO, RTVE, FACSA, MOEVE, Naturgy, Pinama Capital23, Aglaia Capital, and xQuad will also participate.
Several startups will compete in pitch competitions and engage in business rounds with investors. The winners will receive benefits such as free access to future events and exposure to European startup ecosystems. The event is part of a larger initiative to promote cybersecurity innovation in Spain, backed by Next Generation EU funds and Spain's Recovery, Transformation, and Resilience Plan.
